It’s easy to talk about the freedom to take risks as if we’re all starting from the same place. For one person, business failure means they’ll try again. For another, it could jeopardize their housing and basic living expenses.

This does not diminish the value of work, entrepreneurship, and personal responsibility. It reminds us that real choice also depends on the security, obligations, and support a person has.

That’s why the “state versus market” debate isn’t enough. What matters is how much leeway a person has to learn, change jobs, or start their own business—without one wrong move jeopardizing everything they rely on for a living.

Rules can guarantee the same right, while the opportunities to exercise that right remain very different. When we talk about freedom, it’s worth considering that gap as well.
