We can have capable people in the team who rarely propose anything new. Before we declare them disinterested, it's worth looking at how we welcome their first attempt.
If a failed idea is used to shame a person, next time they will choose silence. If the assumption, the procedure and the result are discussed, there is a possibility that the next attempt can be better prepared.
The leader should determine what can be tested and with what restrictions. Space for trying does not remove responsibility. It gives it a concrete form: arrange a check, monitor the consequences and admit when the idea doesn't work.
