After major damage, the first task may be to restore the basic conditions for life and work. However, returning to the same state can restore the vulnerability that caused the consequences to be serious.

The recovery plan should therefore include the question of what can be protected differently. Expert assessment, understanding of local conditions and a conversation with the people who will live with the solution are needed. One big measure does not have to respond to every risk.

The responsibility continues even after the completion of the works. Maintenance, verification, and known roles in the event of a new problem give the plan real value. Prevention must be part of the organization, not just a justification for the initial investment.
