The manager has a wider responsibility than someone carrying out an individual task. They should notice a recurring obstacle and examine how the organisation can change, instead of constantly looking for a new justification for the same deadlock.

However, the position does not remove the actual limitations. People must have the authority, resources and access to information if we expect them to solve the problem. Responsibility without those conditions easily becomes just a place to shift blame.

Good leadership connects obligation with the possibility of action. It should be clearly defined what a person solves independently and when they ask for a decision from another level. In this way, the problem finds its way to a solution, with an honest assessment of everyone's part of the work.
