A person can have good intentions and knowledge, but the way work is organised around them makes every attempt difficult. The proposal is rejected without discussion, the agreement is changed, or the same problem is left to the individual again.
Before asking someone to be more persistent, one should look at the conditions. Do they have authority, information and support? What happens when they point to an obstacle?
Sometimes we can change part of the environment with a clearer agreement. Sometimes you need to ask for support or consider another job. Not every choice is immediately available, but what stops us should be named. Personal effort cannot permanently replace an organization that refuses to take its share of responsibility.
