The number of posted ads can be an important sign of the job market, but it doesn't give the full picture of opportunities. Jobs differ by field, location, conditions and skills that the employer is really looking for.
It is more useful for a job seeker to understand specific demand than to draw a conclusion from one headline about the state of the economy. You should check what is repeated in the ads and which requirements match their experience.
The onus is not just on the candidates to be more adaptable. Employers should clearly describe the job and conditions, respond to people and not use uncertainty as an excuse to treat people worse. The labor market is also made up of processes that are not visible in the aggregate figure.
