Clear rules protect business and people. The problem arises when we invoke the rules to avoid a decision for which we are responsible. Everything is formally covered, but work comes to a standstill.

If every attempt is punished, people will seek approval even for what they know how to do. If responsibility is not clearly divided, everyone will be able to say that they are waiting for someone else.

Therefore, with the procedure, it is necessary to determine who decides, how far their powers extend and when the decision is checked. The risk can thus be limited without the initiative being reduced to waiting for a signature.
