A limited response to an offer can mean several different things. The product may not meet a need, the message may be unclear, or it may not yet have reached the people who would find it useful.
Before making a larger investment, we need to distinguish between these possibilities. It helps to speak with people who tried the product and those who decided against it. What did they expect, what did they understand, and where did the obstacle arise?
A good product does not automatically spread without clear presentation and availability. At the same time, more promotion does not solve every problem with an offer. We need a small, verifiable trial that shows which part needs changing before we increase the scale of the work.
