An important decision is not always made during the public appearance in which it is announced. Advisors, business partners and other institutions can participate in its preparation, so their roles should be understood.

This is not a reason to declare every cooperation covert control. It is more useful to ask who is involved, what interests they represent and what part of the decision can be verified by the public.

Influence has greater legitimacy when it is accompanied by responsibility. It is necessary to know who can justify the procedure and who is responsible for its consequences. A great reputation or business volume cannot replace such clarity, especially when the decision affects people who were not part of the conversation.
